The Short Answer
You can build almost anything on a hillside — the question is what the foundation costs, and nobody can answer that until the soil is characterized. The single most expensive mistake on sloped lots is pricing the project off flat-lot assumptions and discovering piers and shoring later. A Bay Area hillside ADU discussion said it plainly: get the soil information and foundation design direction before pricing accurately. That's the whole game.
Two Engineers, Two Jobs
Hillside projects involve two disciplines that contractors sometimes conflate:
- Geotechnical engineer: investigates the soil and slope — borings or test pits, bearing capacity, slide risk, expansive soils, drainage — and issues recommendations.
- Structural engineer: designs the foundation and structure to those recommendations — footing type, pier depths, grade beams, retaining elements, connections.
The geotech tells you what the ground can do; the structural engineer decides how the building stands on it. Skipping the first makes the second a guess.

The Sequence That Protects Your Bid
- Walk the lot with a checklist — slope, access, drainage paths, existing retaining, signs of movement.
- Order the geotech work — sized to the project; a small ADU doesn't always need the full subdivision-grade report.
- Get a structural foundation concept — system type, approximate pier counts/depths, retaining needs. This is a feasibility review, not full design, and it's cheap relative to what it prevents.
- Now price it — with a foundation line item based on an engineered concept, staged so the owner sees why.
- Proceed to full design once the budget is accepted.
Grading, Shoring & the Stuff Around the Building
Hillside budgets leak outside the footprint: temporary shoring for cuts, retaining walls that need their own permits and engineering, drainage and erosion control the city will condition, and access logistics (concrete pump time adds up fast on a downhill lot). A feasibility review should flag these early so they land in the bid, not in a change order.
When the Owner Asks "Is It Even Worth It?"
Sometimes the honest answer is that the lot's foundation premium eats the project. Better to find that out for the cost of a feasibility review than after demolition. Contractors who deliver that news early — with an engineer's memo behind it — keep the client for the next project.
